BC Strata Electrical Planning Report & EV-ready report

What’s new (B.C. EPR deadlines)

 Strata corporations in British Columbia with 5+ lots must obtain an Electrical Planning Report (EPR).
Deadlines:

  • Dec 31, 2026 – Metro Vancouver, Fraser Valley, and Capital Regional District (excluding islands only reachable by air/boat).
     
  • Dec 31, 2028 – All other B.C. regions (including Southern Gulf Islands and Bowen Island).
     
  • New stratas: 5 years from deposit of the strata plan.
     

An EPR helps councils plan for EV charging, heat pumps, domestic hot water electrification, and other new electrical loads—before capacity becomes a bottleneck.

EV-Ready Plan (turn your EPR into action)

 An EV-Ready Plan converts your EPR findings into a buildable roadmap so every dwelling can access at least one EV-ready stall while controlling costs.

Incentive snapshot (as of 2025; funding limited)

 For strata common areas in B.C. (program rules apply):

  • EV-Ready Plan: 75% up to $3,000 per complex.
     
  • EV-Ready infrastructure: 50% up to $600 per stall, up to $120,000 per complex.
     
  • Level 2 chargers: Up to 50% to $2,000 per charger (or $1,400 if you claimed EV-Ready infrastructure), max $14,000 per complex.
     
  • FortisBC Electric areas: Additional $1,920 per charger (up to 7 per site).

Consequences of not complying

  •  Legal risk: Missing the EPR deadline violates the Strata Property Act/Regulations.
     
  • Insurance exposure: Unknown/ungoverned electrical loads can trigger underwriting concerns and higher premiums.
     
  • Sales & financing friction: Form B must disclose whether an EPR exists—no report can spook buyers and lenders.
     
  • Rush costs & lost funding: Leaving it to late-2026/2028 = contractor bottlenecks, higher prices, and empty rebate buckets.
     
  • Operational risk: Unplanned loads raise the chance of brownouts and surprise service upgrades.
